Xuande will play the Captain, a North Vietnamese spy immersed in a Los Angeles refugee community. He is about a man of dual identities who finds himself caught between conflicting loyalties and conflicting desires. Nguyen Khan will play Bon, the Captain's childhood friend who refuses to acknowledge the Captain's multiple identities. In his case, he is a proud member of the Army of the Republic of Vietnam who arrives in Los Angeles after a tragic loss and finally finds new meaning in the most unlikely places and circumstances.

Toan will put himself in the shoes of the General, the former leader of the South Vietnamese Secret Police. Overcome by paranoia, the character will be obsessed with detecting traitors in the refugee community and will pursue his goal of leading a counterrevolutionary mission in his homeland. Vy Le will play Lana, the General's rebellious daughter, while Trong will play Sonny, the Captain's former partner and later editor of a Vietnamese-language newspaper in Los Angeles.
